A delegation of PHDCCI-J&K (Kashmir region) today met with Shri Bhartruhari Mahtab Hon`ble Chairperson Parliamentary Department -related Standing Committee on Labour. The delegation discussed various issues regarding Labour, Textile & Skill Development Sectors in J&K.
The Chairperson was apprised and suggested that there is extreme need for the information campaign to raise awareness of labour laws, EPF, ESI, EPF-Pension Scheme, Social Security measures, welfare schemes of Ministry of textiles and implementation of central Sponsored Schemes among workers and employers in order to prevent infringements to enhance the effectiveness of workers in different sectors in J&K.
The Chairperson was told that the Skill Programme of Ministry of Skill Development & Entrepreneurship under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY)-Recognition of Prior Learning (RPL) should be implemented more vigorously in J&K as we know there are Lakhs of skilled Handicraft and Handloom artisans in J&K, most of who live in rural areas of J&K. The lack of formal education or structure in place to ensure further skills development forces artisans to survive amidst a stagnating practice, leading to reduced income and risking complete job loss in the not-too-distant future in the Handicraft Sector.
The issues further discussed with the Chairperson were Implementation of Handloom Reservation Act to safeguard the interests of Handloom Weaver’s in UT of J&K, Keeping in view the present economic downturn PHDCC suggest for Carpet Sector government should provide Revolving Fund for the purchase of unsold carpet stock from Weaver’s, Manufacturers and Exporters, Providing full grant support in the shape of Space Rent of Stall, Boarding and Lodging for participation in national and International exhibition/ Buyer Seller Meets upfront through CEPC, HEPC, Handicraft Export Promotion Council, PHDCCI International Exhibitions and other export promotion councils of Ministry of Textiles GOI, Implementation of SFURTI Cluster scheme for Socioeconomic Empowerment of Carpet Weaver’s in different Craft Concentrated areas, Implementation of different schemes of Ministry of Commerce, Ministry of Textiles, Ministry of MSME GOI and other Ministries in letter and Spirit, establishment of power loom service centre through development commissioner power loom ministry of textiles Government of India and establishment of SME Branch by any financial institution be opened and making CFC functional. It was also suggested that through Development Commissioner Handicrafts Ministry of textiles GOI the IICT Srinagar should be made at par with IICT Badowi in excellence so that the carpet industry of J&K will be benefitted to boost exports of carpets, Implementation of National Handicraft and Handloom Program, Implementation of the decisions taken by Secretary Textiles GOI and Implementation of PM’s Task Force recommendations on MSME for J&K, further the delegation asks for Making Common Facility Center (CFC) functional at Silk / Handicraft Park Zakura though the Stake holders related with silk and Handicraft Sector, Implementation of GI tagging for Hand knotted Carpets through MEERAS the owners of GI of Hand knotted Carpets.
The chairperson gave a patient hearing to all the issues raised in the meeting and assured the PHDCCI delegation of his support for Socio economic development of J&K. The meeting was attended by Mr Bilal Kawoosa, Mahraj Krishan Bhat, Director Parliament Shri D R Mohanty and Regional Director PHDCCI Iqbal Fayaz Jan.
